Advocacy

URCA is your voice — at the Capitol, in the industry, and across the state

URCA actively monitors legislation, engages with state and local government, and works alongside allied organizations to ensure Utah's roofing contractors are represented where it matters most. We don't just report on what's happening — we show up and fight for you.

What We're Fighting For

Payment Reform — Advocating for fair and timely payment practices throughout the construction supply chain

Contract Fairness — Pushing back on one-sided contract terms that put subcontractors at risk

Workforce Development — Supporting training pipelines and apprenticeship pathways to grow Utah's roofing workforce

Industry Forum — Hosting discussions on emerging issues, legislative updates, and topics that matter to Utah contractors

URCA & the Utah Subcontractor Alliance

URCA is a proud member of the Utah Subcontractor Alliance (USA) — a coalition of trade contractor and supplier organizations that speaks with a unified voice on behalf of Utah's subcontractors.

Through our partnership with USA, URCA members benefit from:

A unified voice before the Utah Legislature, state regulatory bodies, and local governmental agencies
Representation before general contractors and construction owners on issues of fairness, payment, and project value
A collaborative network spanning all trades across the state
A shared platform for advocacy, education, and workforce development

New Opportunity: DFCM Prequalification for State Projects

URCA members now have access to a major new opportunity — bidding on state-funded construction projects, including public schools and state facilities, through the Utah Division of Facilities Construction and Management (DFCM).

DFCM launched a new Open-Ended Stage I Prequalification Process in 2026 for contractors in roofing and other key trades. Prequalification is the gateway to bidding on state projects you wouldn't otherwise be eligible for.

What you need to know:

Applications are submitted through the Utah Public Procurement Portal (U3P)
Prequalified status must be renewed every 18 months
Only prequalified contractors may bid on Stage II state projects
